Former minister Newlai Tingkhatra passes away
Three days state mourning declared
ITANAGAR, May 8: Former Minister Newlai Tingkhatra passed away yesterday night at New Delhi. He was undergoing treatment at Medanta Hospital, Gurgaon since April 25 last. Earlier, the former minister was admitted in Aditya Hospital, Dibrugarh following a massive brain stroke in the wee hours of April 24 at his home town Kanubari. He is survived by his wife, three sons and four daughters. A graduate in Arts, late Tingkhatra belonged to Wancho tribe.
Meanwhile, the state government has decided to observe three day state mourning w.e.f 8th to 10th May on account of the sudden demise of Newlai Tingkhatra, former Minister Transport, Cooperation & DoTC . During the period of state mourning, the National flag will be flown at half mast throughout Arunachal Pradesh and state government offices outside where it is flown regularly.

Arfila Tingkhatra, the Governor said that Late Tingkhatra was a distinguished leader of Wancho Community, who made huge contribution towards peace and development in the state, particularly in the eastern districts of Tirap and Longding.
The Governor added that Late Tingkhatra always believed in selfless service and he will always be remembered for his yeoman service and his development oriented endeavours and initiatives.
Meanwhile, State Chief Minister Nabam Tuki visited AIIMS hospital this morning to extend his condolences to the bereaved family of former minister Newlai Tingkhatra, who breathed his last in the wee hours today. Tingkhatra’s mortal remains were brought to AIIMS for post mortem and other necessary formalities for sending the body back to his hometown Kanubari for last rites.
A visibly sad Chief Minister recalled his long personal association with Tingkhatra and said in a statement, “I have lost a good friend. He was a senior politician and one of the longest serving Ministers in the state who contributed significantly to public life. Today is the time to reflect on his notable achievements including his immense contribution towards the creation of Longding District. I pay my homage to him and pray that God may give strength to his family members at this hour of grief.”
A team deputed by the Chief Minister is taking care of the formalities for bringing the mortal remains of the departed leader back to his hometown tomorrow. He has also directed the State Machinery for arranging the official funeral service which is likely to be held on 11th May, 2014 (Sunday) at Kanubari.
The Chief Minister was accompanied by Dr. K Jayakumar, Secretary, All India Congress Committee (In Charge Arunachal Pradesh) who paid his condolences on behalf of the Party, Congress President Sonia Gandhi and Vice President Rahul Gandhi.

His sudden demise is irreparable loss to the state and the Nation, the party said.
Meanwhile, former minister Chowna Mein expressed deep sadness at the demise of Newlai Tingkhatra. In a condolence message, Mein said “He was not just a colleague but a very dear friend and like a brother to us. His good natured humour and his ability to always see the positive even in tough situations made him a man liked by all. He was also a gentleman and a politician par excellence. I am sure the future generations of the area will emulate him and carry forward his vision. He will be dearly missed.”

Intensive awareness campaign on ILP continues
NAHARLAGUN, May 8: In view of difficulties faced by Railway passengers from neighbouring states in obtaining inner line permits (ILPs) to visit Arunachal Pradesh, the Government of Arunachal Pradesh has started an awareness campaign since May 3 last on the procedures and from where to obtain the inner line permits.
To make the procedure more easier and accessible to the prospective visitors and to ensure comfortable and happy visit to Arunachal Pradesh particularly Itanagar, commercials on how and where from to obtain ILP has been issued to various electronic and print media of the neighboring state and over 10000 pamphlets in English and Assamese have been printed and handed over to the Railway authorities for distribution to the Railway passengers and general public. Hoardings in English and Assamese language is also being put up in all the 20 Railway station from Dekargaon (Tezpur) to Borum (Naharlagun ).
The awareness campaign has been necessitated following arrival of huge visitors without valid inner line permit after the inauguration of Railway line to Itanagar.
As per the Bengal Eastern Frontier Regulation,1873, all visitors from outside the State willing to visit are required to obtain Inner Line Permit. Inner Line Permit (ILP) can be obtained online at www.arunachalilp.com on payment of Rs. 100. It is also available at the office of resident commissioner, New Delhi and Deputy Resident Commissioners at Kolkata, Guwahati, Shillong, Tezpur, Dibrugarh, North Lakhimpur and the Dy Director, Supply & Transport, Rowriah, ( Jorhat). AAPYO distributes relief to fire victims

PASIGHAT, May 08: All Arunachal Pradesh Youth Organization (AAPYO) has distributed relief materials to the victims of the recent fire that broke out at Pasighat Forest Colony rendering nine families homeless.
The AAPYO team led by its president Biri Joy along with the organization’s East Siang unit president Maklek Jamoh today distributed relief materials like carpet, blanket and other kitchen items among the victim families.
Some of the families are still living in temporary houses constructed at river bank.
According to the victims, AAPYO said, the fire started from a government (forest) quarter and later it spread to adjoining houses within no time. The organization demanded the state government to hold responsibility of the mishap and pay adequate compensation to the affected families.
The youth organization with the motto “Save today’s Arunachal for better tomorrow”, appealed to all sections of the society to maintain peace and unity. The organization works for the welfare of the poor and needy people besides taking up burning issues of the state and discouraging communal discrimination among various ethnic groups living in the state.
DM bans unwanted construction works within Aalo township
AALO, May 08: West Siang District Magistrate M. K. Sahoo has issued an Executive Order prohibiting any kind of construction activities within Aalo township without prior intimation and clearance before starting any kind of construction activities with immediate effect. The order is necessitated as govt. employees/private individuals/ govt. departments have started construction within Aalo Township without prior permission from the competent authority. It has also been observed that allotees carry out construction activities without plan duly approved by the Deputy Commissioner as per term and condition of govt. land allotment order to private individual and department.

But isn’t it high time still considering Mithuns symbolic to wealth? Out of the various
reasons responsible for their decreasing number including problems faced while rearing
mithuns, the tradition of slaying a certain number of Mithuns during wedding is one.
There are a series of rituals followed in a wedding both from the girl’s and groom’s
families in which mithuns are slain. Not just the weddings, mithuns are slain in
large numbers also in social gatherings, election parties etc. Average cost of one
mithun might range from Rs. 40,000-
Epi Ellen Riba, doing masters in English from Delhi University says, “We should stop slaying Mithuns in marriages and other rituals. It hurts to see those poor creatures so ruthlessly sacrificed. They are also living beings, not a lifeless commodity used for showing off wealth.” The youth from Arunachal want to bring out awareness for these creatures which are not even found in other countries. According to them, being in 21st century, the mindset should be changed. So they are taking steps to at least let their generation know about this, saying that they should at least stop slaying them in marriages and parties shadowing it under the name of rituals. If ritual needs to be followed, then it should be done just with one mithun, symbolizing it with that ceremony and making it an offering, not a sacrifice.
“It’s a culture made by our ancestors but times are changing, so we should be the ones altering these rituals before it is too late”, says Nima Tsering, currently studying in Silchar, Assam.
The words of these concerned citizens should be taken heed of. After all, if Mithuns become extinct then there will be no more of them to sacrifice. Then what will happen to the rituals and traditions? How will ones wealth be determined during the weddings and cultural gatherings? Proper measures and strict laws are made to protect the endangered species in other states. But will changing the state animal to ‘Hollock Gibbon’ solve the issue?
Meeting on disaster preparedness held
ITANAGAR, May 08: A meeting of the District Disaster Management Authority (DDMA) Capital Complex was convened in the Chamber of the Deputy Commissioner Itanagar, Capital Complex to assess and take stock of the disaster preparedness with the onset of the monsoon.
Deputy Commissioner Mige Kamki who is the Chairman of DDMA asked all the members as well as all the line departments concerned to work as a team so that everyone becomes prepared to tackle any kind of disaster. Reiterating that Capital Complex has witnessed disasters like landslides, road blockage frequently during monsoons, he asked all to remain prepared as it can happen anytime, anywhere and to anyone.
Briefing on the objective of the meeting, the DC said that contingency plan is already updated with the contact number of all the immediate responders so that the effect of disaster could be minimized.
During the meeting, he also took stock of the inventory and resources available with all the departments. Stating that there is gap between disaster requirement and the resources available, he asked all the concerned departments to update and provide the latest inventory record to his office so that the DDMA can start work on it so that there is no lacunae left from District Administration’s side.
He also directed the DySP (HQ) AK Nath to place a proposal for the demand of basic disaster fighting equipments like Cranes, vehicle mounted ladder, concrete cutter, bulldozer, gas mask etc to the higher authority. He also stressed that the DDMA is the actual operating wing and has to work on the ground level and for that all departments should work like a family because if disaster comes, it would not be confined to a particular person or place, rather all are stakeholders.
The FO(DM) Jogam Angu highlighted the strategies and preparation for the Monsoon 2014 which includes Emergency Operating Centres which is already activated and will start functioning soon on non working days also, safe shelter location and vulnerable areas which is already identified and the district disaster management plan which is already on the process of updation.
During the meeting, it was also decided that two committees would be formed which would carry out the survey of sensitive areas located near streams or nallahs and the other to carry out the survey of all tall, high rise buildings in the Capital Complex. Delhi Police to review steps on security

NEW DELHI, May 08: The safety and security of the NE people living in the national capital here, particularly discrimination against them is still a far cry despite several steps initiated by Delhi Police to achieve the goal.

It was interesting for many to know the diversity that has made the NE perhaps the most diverse cultural garden of Indian subcontinent, especially the Constitution guarantees right over land and air to the people in states, like Arunachal Pradesh, Meghalaya, Manipur, Mizoram and Sikkim, innerline permit (ILP) system implemented under the Eastern Bengal Frontier Regulation, 1873 Arunachal Pradesh, Mizoram, Nagaland and Arunachal’s Gaon Bura institution of set up under Assam Frontier (Administration of Justice) Regulation 1945 which makes GB a police and a judge as the direct representative of the administration at village level.
However, placing the NE people at the same pedestal because of their Mongoloid features would be a blunder for they might look alike but they are pole apart because of vast diversity in lifestyles, food habits, dresses, traditions, customs, rituals etc. while modernity is yet to spread in to NE, Kumar said.
Quoting statics, he proved that there was discrimination against the NE people, who have targeted, victimised and discriminated more than their counterparts from rest of India and there was much more steps needed to end this discrimination.
It was disheartening and shocking that Nido Tania lost his life in January last for none of his fault against country raised its voice univocally, second such protest after Nirbhaya gang rape and murder case.
Kumar questioned why the decision of Delhi Police to a recruit about 400 personnel of different ranks from NE has been inordinately delayed despite the directive of Delhi High Court.
During interaction many disagreed that the Delhi Police was in any way part to such discrimination. They wondered when criminals are criminals without any separate identity why the victims should be differentiated.
“It was police record that has proved how the NE people have faced hate crime,” Kumar told them.
Coincidentally, SIs Veicheny and Amarjeet, both from Manipur, also disagreed that there was discrimination.
“Discrimination is there every, right from school to service places, village to city though in different forms which is beyond denial. But it depends on each individual, his/her conduct, adaptability. Most of the NE people feel that India is yet to accept them while language is their greatest barrier,” Veicheny said without mincing any words.
“Human relation is always give and take. It cannot be one way traffic of expectation alone without reciprocation,” concluded Kumar.

Elaborate arrangement for preparation for vote counting
ROING, May 08: A meeting was held at DC’s chamber at Roing today in connection with the preparation for counting of votes of Lok Sabha and Vidhan Sabha Election 2014. All the Administrative Officers and Nodal Officers attended the meeting.
Deputy Commissioner cum DEO Roing Shiv Kumar asked the district police to make tight security arrangement around the counting hall on the day of counting and to put police barricades at 100 metre away from the counting hall on all sides. He said that there will be only single gate entry to the counting hall and no mobile/cell phone would be allowed to bring inside the counting hall. The counting for both Assembly and Parliamentary Constituency would be done simultaneously on 14 tabulations and the whole process of counting would be properly videographed, he informed.
DEO further asked the magistrates to be strict and prompt in action while dealing with any kind of law and order problem and not to be delayed in filing FIR or registering case against the law breaker, if found any. He expressed hope that with the proper coordination from all the administrative officers, nodal officers and cooperation from the political parties and their candidates, the final phase of the election process i.e., counting would be completed smoothly and peacefully in the district.

Arunachal Pradesh had left this world after contributing greatly for the all round
development of our state. The latest political leader who left us forever is late
Newlai Tingkhatra, former minister who had contested in the recently concluded Assembly
elections from INC party from the 58 Kanubari Constituency. He expired on 7th May-
Late Tingkhatra was born in Banfera village and had his early schooling in government
higher secondary school, Khonsa and graduated from the Jawarharlal Nehru College,
Pasighat. His contemporaries fondly remember him as a simple person who was an ardent
sportsman. After his graduation, Tingkhatra did not apply for any government job
but was a self-
His untimely demise is a great loss not only for Longding district but for the whole state. He was one of the leaders along with his Wancho Legislatures who helped create the Longding district. Late Tingkhatra’s death is a personal loss for me because we two enjoyed a very close personal relationship. We had a very good rapport. God’s ways are indeed inscrutable. Just before the declaration of the twin Parliamentary and Assembly elections in our state, he invited me to Kanubari to highlight his development initiatives in print and electronic media that unfortunately never happened and will never happen because of his sudden death. Since late Tingkhatra himself believed in pragmatic work, he used to appreciate my humble work and used to encourage me. In his death I have lost not only a fatherly figure but a simple man with great thoughts and heart for the people of his area and the state. Despite making tall claims, the environment and forest department along with capital administration has been miserably failing to take tough step against people involved in causing forest fire.

Through your esteemed daily, I would like to jot down few words of appreciation for
Jawans of Indian Reserved Battalion (IRBn), Arunachal Pradesh for their intervention
at Chouldhoa in Tarasso Circle along the Assam -
This is the second vain successive attempts by the Assam Forest Officials in the last one month. Though whole country is busy participating in parliament election, ironically the forest officials of Assam are busy erecting structures to construct their camps inside the territory of Arunachal Pradesh. There is a big question mark "why?” It seems Assam Forest Officials have notion that the denizens of Tarasso and Arunachal Pradesh Administration are as of now maintaining dormancy after taking part in both parliamentary as well as assembly elections. The Assam Forest Officials undoubtedly has an axe to grind by indulging in such low act. Last but not the least, there are reasons to cast aspersions on the recent act by the Assam Forest Officials. Firstly for the repeated and exemplified disrespect accorded to the decision of the Supreme Court of India and secondly desperate attempts to escalate the situation at this point of time when the whole world is eyeing on the result of Parliamentary Election of the greatest democracy of the world. Give peace a chance to reign in the area. Where to find peace? It is there in fostering unity, prosperity & fraternity among ourselves irrespective of caste, creed and religion. Confucius said, "Before you embark on a journey of revenge, dig two graves".

the trains running on Harmuti-
Therefore, I on behalf of the general public living nearby railway track area would like to request DC Papum Pare to kindly issue direction to the railway authority to erect security fencing provision around the railway track from Gumto to Borum so that the goats, cows and other domestic animals could be saved. If this is not possible than provide 5 nos. of Chowkidar post to 5 Panchayat for taking care of the animals.
