Water supply disrupted

ITANAGAR, May 08: Water supply here has been disrupted following damage caused to 450mm dia main supply line to Poma Water Treatment Plant due to landslide triggered by heavy rain last night.

The restoration work is going on in war footing. However, it will take two to three days for complete restoration as incessant rain is hampering the repairing works. PHED, Itanagar has appealed to all consumers to bear with the incontinence caused to them and cooperate with the department till restoration completes.

 

Smart Cards to beneficiaries of CM’s Health Insurance Scheme

ITANAGAR, May 08: Smart cards will be issued to those, who have enrolled names for availing benefits of CM’s Universal Health Insurance Scheme after verification by Medical Officer In-charge of the Government Health facilities.

Non-APST beneficiaries will have to produce supporting documents for proof of domicile status at the time of issue of the cards. All beneficiaries who have enrolled their names may inquire and collect their smart cards from the nearest Government health facility, according to Health &Family Welfare department release.

 

Upper Subansiri district F&CSO clarifies

ITANAGAR, May 08: The Food Corporation of India (FCI) authority has not released the APL and AAY rice quota for the month of January this year, due to non- availability of stock at FCI base depot in Daporijo despite cost value was deposited by the District PDS wholesale nominee on time to the FCI account and the matter was communicated to the director of food & civil supplies, Naharlagun for necessary action, clarified Upper Subansiri district Food and Civil Supply officer today. The F&CSO was reacting to the news items of All Upper Subansiri Fair Price Shops Association which was appeared in this daily today under the headlines “Association seeks action.’ The Association in its letter to  the Director Food & Civil Supply claimed that the district food & civil supply authority did not issue the allocated PDS items such as APL, AAY so far though Food Cooperation of India Zonal Office Guwahati had already allotted for Upper Subansiri district for the month of January 2014.

The  district F&CSO further clarified that  the Director of Food and Civil Supplies has taken up the matter with union ministry of consumer affairs, food & public distribution but no any response or extension order has been received from the  ministry till date.

Terming the allegations leveled against the district food & civil supply officer as totally baseless and misleading, the  district F&CSO  said that the withdrawal and distribution of January quota will be made available to the fair price shops and the consumers as and when extension of lifting order is received from the concerned ministry.

Bomdila all set for counting

BOMDILA May 08: With the training of the Counting Supervisors and assistants today at district headquarters Bomdila including training on counting of PBs, procedures on distribution and issue of EVMs for the six Parliamentary & six Assembly tables, Sealing, role of the Micro Observers etc, ground works are almost over for successful conduct of the counting on May 16.

Further, to facilitate a flawless, error-free and efficient counting, practical rehearsal of the counting process would be done on 13th at the Counting Hall.

The required arrangements inside the Indoor Multi Sports Complex Bomdila, which would be the Counting Hall, have been well taken care of as per the directives of the ECI.

Earlier, DC cum DEO AK Singh urged the officials to maintrain dedication, zeal and enthusiasms for successful conduct of the counting on May 16.

Training for counting personnel and micro-observers held

ZIRO, May 08: The training for counting personnel and micro observers was held today at the multipurpose stadium at Hapoli under the vigil supervision of the Deputy Commissioner, KM Uppu.

He expressed confidence for a peaceful counting and instructed the officials to carefully read the guidelines provided to avoid any confusion and discrepancies during the counting day.

ACS urges authority to repair road approaching Holiday Inn

ITANAGAR, May 08: A team from Arunachal Civil Society (ACS) headed by its chairman Patey Tayum visited “Holiday Inn” at Pilputu under Sagalee on May 6.

‘Holiday Inn’ is a kind of recreational place, especially made for newly married couple, constructed by the State Tourism Department.

However, the road that leads to the inn is in deplorable condition which might prevent flow of tourists to the destination during the rainy season. Further, it was also observed during the visit that the rooms of the said lodge are also not up-to the mark, the ACS chairman Tayum informed.

The team ACS urged the authority concerned for immediate renovation of the approach road and also the rooms of the Inn.  The “Holiday Inn” is located about 94 km from Itanagar.

 

Cong rubbishes fresh poll demand

ITANAGAR, May 8: Reacting to the demand of the NCP Tali block unit for fresh poll in 15-Richik, 2- Ruhi, 6-Giba and 21- Ha polling stations under 20-Tali constituency even after clarification of election agent of INC candidate on the fresh-poll demand by the Tali Pipsorang Peoples’ Forum (TPPF) in the same polling stations, the Block Congress Committee under Tali Assembly constituency today termed the fresh-poll demand of the NCP unit as un-democratic and dictatorial.

In it clarification, the BCC  said that the polling in the four polling stations in question was conducted as per laid down procedures, rules and guidelines with deployment of sufficient paramilitary forces and sector magistrate.

The poll for 2-Ruhi and 21-Ha polling stations was conducted on April 9 with free and fair voting and there was no any complaint lodged from any voters/polling agents to the presiding officer and sector magistrate on the day of poll. 6-Giba and 15-Richik polling stations were recently re-polled on April 19 with free and fair voting under the surveillance of more than 30 IRBn and CRPF jawans including sector magistrate. So any anomaly in these polling stations is out of imagination,  the  BCC said  in its release. Therefore need for conducting fresh poll does not arise, it added.

 

Floral tribute paid to former minister

SEPPA, May 08: The members of East Kameng Socio Culture and Welfare Organization, Natung Welfare Society, well wishers and relatives assembled at memorial cemetery stall of the former minister late Dera Natung and paid floral tributes to his portrait at Seppa today. They also observed two minutes silence for the eternal peace of departed soul.

Robin Hissang, Joint Secretary EKSCWO while throwing light about the contributions and achievement of the former minister remarked that late Natung was the co-founder of EKSCWO and the pioneer of East Kameng district.

Former minister Newlai Tingkhatra passes away

Three days state mourning declared

ITANAGAR,  May 8: Former Minister Newlai Tingkhatra passed away yesterday night at New Delhi. He was undergoing treatment at Medanta Hospital, Gurgaon since April 25 last. Earlier, the former minister was admitted in Aditya Hospital, Dibrugarh following a massive brain stroke in the wee hours of April 24 at his home town Kanubari. He is survived by his wife, three sons and  four daughters. A graduate in Arts, late Tingkhatra belonged to Wancho tribe.

Meanwhile, the  state government has decided to observe three day state mourning w.e.f  8th to 10th May on account of the sudden demise of Newlai Tingkhatra, former Minister Transport, Cooperation & DoTC . During the period of state mourning, the National flag will be flown at half mast throughout Arunachal Pradesh and state government offices outside where it is flown regularly.

Late Tingkhatra had contested from 58-Kanubari Assembly constituency as INC candidate this election held on April 9 last.

Born to Late B. Tingkhatra in 28th June 1952 at Kanubari under Longding district, Late Tingkhatra was elected to the State Legislative Assembly from 58 - Kanubari Assembly Constituency during 1999 and became Chairman, Arunachal Pradesh Forest Corporation till October, 2001. He was inducted as Cabinet Minister Agriculture in July 2003 and continued up to July, 2004.

Late Tingkhatra was re-elected in 2004 and became Minister for Environment & Forest, Mines & Minerals. Again he was re-elected during October 2009 and was appointed as Parliamentary Secretary (Social Welfare, Women & Child Development) to the government of Arunachal Pradesh and later inducted as Cabinet Minister with portfolio of Water Resources Development, Women and Child Development, Social Justice, Empowerment and Tribal Affairs during November 2011, besides holding the portfolio of Transport and Co-operation.

Late Tingkhatra would also be best remembered as a pioneer in tea industry in this frontier state. He was an example of self entrepreneurship through sheer hard work and all sincerity, and there was no looking back as he embarked upon serving the people through social services and active political life.

A business cum political leader, late Tingkhatra was a true lover of wildlife and a crusader against social malice, and he led the people from the front in the struggle against all that challenges peace and development of the society. Travelled all over India besides Singapore, Thailand and China, the former minister also played sports like badminton, chess and carom, besides social service and gardening.

The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has expressed shock and grieved the sudden demise of former minister Newlai Tingkhatra.

On behalf of the people of Arunachal Pradesh, the Governor conveyed sincere and heartfelt condolence to the bereaved family and prayed for the eternal peace of the departed soul. In his condolence message to wife of Late Tingkhatra, Dr. C. Arfila Tingkhatra, the Governor said that Late Tingkhatra was a distinguished leader of Wancho Community, who made huge contribution towards peace and development in the state, particularly in the eastern districts of Tirap and Longding.

The Governor added that Late Tingkhatra always believed in selfless service and he will always be remembered for his yeoman service and his development oriented endeavours and initiatives.

Meanwhile, State Chief Minister Nabam Tuki visited AIIMS hospital this morning to extend his condolences to the bereaved family of former minister Newlai Tingkhatra, who breathed his last in the wee hours today. Tingkhatra’s mortal remains were brought to AIIMS for post mortem and other necessary formalities for sending the body back to his hometown Kanubari for last rites.

A visibly sad Chief Minister recalled his long personal association with Tingkhatra and said in a statement, “I have lost a good friend. He was a senior politician and one of the longest serving Ministers in the state who contributed significantly to public life. Today is the time to reflect on his notable achievements including his immense contribution towards the creation of Longding District. I pay my homage to him and pray that God may give strength to his family members at this hour of grief.”

A team deputed by the Chief Minister is taking care of the formalities for bringing the mortal remains of the departed leader back to his hometown tomorrow. He has also directed the State Machinery for arranging the official funeral service which is likely to be held on 11th May, 2014 (Sunday) at Kanubari.

The Chief Minister was accompanied by Dr. K Jayakumar, Secretary, All India Congress Committee (In Charge Arunachal Pradesh) who paid his condolences on behalf of the Party, Congress President Sonia Gandhi and Vice President Rahul Gandhi.

A host of dignitaries were also present to pay their last respects to the departed leader including senior leaders from the state namely Kumar Waii, C.C Singpho, Karya Bagang, Wangling Lowangdong, Mama Natung, Political Secretary to CM Bamang Tago, State Youth Congress president Nyamar Karbak and National Secretary NSUI Kirbe Dulom. BJP National General Secretary Tapir Gao and State NCP President and General Secretary Kabak Tacho and Nimay Sangey respectively also visited AIIMS to pay their condolences.  

Tingkhatra was an active and hard-working leader who served  the INC party  with sincerity and dedication and made immense contribution for all round development of the state as politician and social worker, said   Arunachal President Congress Committee  president Mukut Mithi  while mourning the death of Tingkhatra. His immense contribution for the welfare of the state will always be remembered by the people of the  state, he said.

Arunachal Pradesh Mahila Congress Committee and officers and staff of Department of Tirap, Changlang and Longding also expressed deep sorrow and observed two minutes silence prayer for the peace of departed soul.

“Former minister Tingkhatra was honest and straight forward man. His long service to the people of Arunachal Pradesh as minister in different capacities will be remembered forever by the people,” said   the Nationalist Congress Party (NCP) Arunachal Pradesh in a condolence message. The rank and file of the NCP extend heartfelt condolence to the  bereaved family and prayed to Almighty God to give eternal abode to departed soul.

The rank and file of the Bharatiya Janata Party, Arunachal Pradesh also expressed shock over the sudden demise of Newlai Tingkhatra. In an emergency meeting, the party recalled the contributions and dedicated service of  Tingkhatra for development of state and its people. Led by party president Tai Tagak, the BJP leaders and office bearers pray to Almighty God for eternal rest of the departed soul in heavenly abode. His sudden demise is irreparable loss to the state and the Nation, the party said.

Meanwhile, former minister Chowna Mein expressed deep sadness at the demise of Newlai Tingkhatra. In a condolence message, Mein said “He was not just a colleague but a very dear friend and like a brother to us. His good natured humour and his ability to always see the positive even in tough situations made him a man liked by all. He was also a gentleman and a politician par excellence. I am sure the future generations of the area will emulate him and carry forward his vision. He will be dearly missed.”

The demise of Newlai Tingkhatra, Minister for Transport, Co-operation and DoTC is an irreparable loss that brings to an end an era of development in the society, said  Gabriel Denwang Wangsu, a public leader of  Kanubari.

Remembering the dedicated service of Tingkhatra for last many years, Wangsu said besides representing 58-Kanubari Assembly Constituency for the last 15 years and serving the state as MLA and Minister of various departments, Late Tingkhatra would also be best remembered as a pioneer in tea industry in this frontier state. He was an example of self entrepreneurship through sheer hard work and all sincerity, and there was no looking back as he embarked upon serving the people through social services and active political life.

“In his passing away I have lost an elder with whom I shared common vision of peace and development for the people of Kanubari Assembly Constituency. My sincere condolence to all the members of his family and pray the Almighty for granting peace to the departed soul.”

 

 

ANSU-APPDSU demands immediate suspension of train service

ITANAGAR, May 08: The All Nyishi Students’ Union (ANSU) headed by its President Byabang Joram and General Secretary Nyanya Gollo along with members of All Papum Pare District Students’ Union (APPDSU) lead by its General Secretary Nabam Gandhi today held joint meeting with Chief Secretary, Govt. of Arunachal Pradesh. Deputy Commissioner and Superintendent of Police Capital complex, along with other officers were also present in the meeting held at Banquet Hall.

The meeting was organized following the invitation by Chief Secretary to both the unions for discussion in regards to joint memorandum of demands submitted by them on 28th April. The main demands of ANSU and APPDSU were immediate suspension of train services between Assam-Naharlagun till the formulation of permanent and proper mechanism to check Inner Line Permit (ILP) system, construction of multipurpose bridge over river Dikrong connecting Tigdo-Doimukh in Papum Pare District as per the agreement signed by the Govt. of Arunachal Pradesh and affected public, ANSU and APPDSU in 2008. They also called for white paper assurance from NF Railway authority to ensure that C and D grade job is reserved for native local people in particular and people of Arunachal as a whole.

ANSU and APPDSU claimed that CS assured to convey their sentiment to the railway authorities at the earliest. Meanwhile after having a long discussion and debate with the CS, both the union said that they will continue to pursue their above stated charter of demands.

 

 

Intensive awareness campaign on ILP continues

NAHARLAGUN, May 8: In view of difficulties faced by Railway passengers from neighbouring states in obtaining inner line permits (ILPs) to visit Arunachal Pradesh, the Government of Arunachal Pradesh has started an awareness campaign  since May 3 last on the procedures and from  where to obtain the inner line permits.

To make the procedure more easier and accessible to the prospective visitors and to ensure comfortable and happy visit to Arunachal Pradesh particularly Itanagar, commercials on how  and where from to obtain ILP has been issued to various electronic  and print media of the neighboring state and over 10000 pamphlets in English and Assamese  have been printed and handed over to the Railway authorities for distribution to the Railway passengers and general public. Hoardings in English and Assamese language is also being put up in all the 20 Railway station from Dekargaon (Tezpur) to Borum (Naharlagun ).

The awareness campaign has been necessitated following arrival of  huge visitors without valid inner line permit after the inauguration of Railway line to Itanagar.  

As per the Bengal Eastern Frontier Regulation,1873, all visitors from outside the State willing to visit  are required to obtain Inner Line Permit. Inner Line Permit (ILP) can be obtained  online at www.arunachalilp.com on payment of Rs. 100. It is also available at the office of resident commissioner, New Delhi and Deputy Resident Commissioners at Kolkata, Guwahati, Shillong, Tezpur, Dibrugarh, North Lakhimpur and  the Dy Director, Supply & Transport, Rowriah, ( Jorhat). AAPYO distributes relief to fire victims

PASIGHAT, May 08: All Arunachal Pradesh Youth Organization (AAPYO) has distributed relief materials to the victims of the recent fire that broke out at Pasighat Forest Colony rendering nine families homeless.

The AAPYO team led by its president Biri Joy along with the organization’s East Siang unit president Maklek Jamoh today distributed relief materials like carpet, blanket and other kitchen items among the victim families.

Some of the families are still living in temporary houses constructed at river bank.

According to the victims, AAPYO said, the fire started from a government (forest) quarter and later it spread to adjoining houses within no time. The organization demanded the state government to hold responsibility of the mishap and pay adequate compensation to the affected families.

The youth organization with the motto “Save today’s Arunachal for better tomorrow”, appealed to all sections of the society to maintain peace and unity. The organization works for the welfare of the poor and needy people besides taking up burning issues of the state and discouraging communal discrimination among various ethnic groups living in the state.

 

 

DM bans unwanted construction works within Aalo township

AALO, May 08: West Siang District Magistrate M. K. Sahoo has issued an Executive Order prohibiting any kind of construction activities within Aalo township without prior intimation and clearance before starting any kind of construction activities with immediate effect. The order is necessitated as govt. employees/private individuals/ govt. departments have started construction within Aalo Township without prior permission from the competent authority. It has also been observed that allotees carry out construction activities without plan duly approved by the Deputy Commissioner as per term and condition of govt. land allotment order to private individual and department.

The ADC-cum-Estate Officer, Town magistrate, CO (Dev), LR&SO and OC, PS Aalo have been given specific instructions to stop and report any kind of construction activities within Aalo township and lodge FIR against defaulter, seize construction materials and make arrest with immediate effect. Mithun -- a symbol of wealth or tradition ?

Mithun (Bos Frontalis) , considered as the pride of Arunachal Pradesh and which once was the state animal of Arunachal Pradesh is disappearing day by day. The animal carries religious significance and has an intimate relation with socio-cultural life of people. Traditionally Mithun is a unit of wealth. It determines how wealthy one is by the number of Mithuns he owns.

But isn’t it high time still considering Mithuns symbolic to wealth? Out of the various reasons responsible for their decreasing number including problems faced while rearing mithuns, the tradition of slaying a certain number of Mithuns during wedding is one. There are a series of rituals followed in a wedding both from the girl’s and groom’s families in which mithuns are slain. Not just the weddings, mithuns are slain in large numbers also in social gatherings, election parties etc. Average cost of one mithun might range from Rs. 40,000-50,000 or more. That makes well to do families slay even 30-40 mithuns during the wedding. If it has to be done traditionally, shouldn’t it be made as a symbol of the pious cultural ceremony of a marriage instead of slaying them in large numbers? In fact, the huge amount of money which is spent in carrying out the ritual should be put to some other use or given to the bride and bridegroom for them to use. Mithun, which plays an important role socially, economically and culturally is under a great threat of extinction and so are the long followed traditions.

Epi Ellen Riba, doing masters in English from Delhi University says, “We should stop slaying Mithuns in marriages and other rituals. It hurts to see those poor creatures so ruthlessly sacrificed. They are also living beings, not a lifeless commodity used for showing off wealth.” The youth from Arunachal want to bring out awareness for these creatures which are not even found in other countries. According to them, being in 21st century, the mindset should be changed. So they are taking steps to at least let their generation know about this, saying that they should at least stop slaying them in marriages and parties shadowing it under the name of rituals. If ritual needs to be followed, then it should be done just with one mithun, symbolizing it with that ceremony and making it an offering, not a sacrifice.

“It’s a culture made by our ancestors but times are changing, so we should be the ones altering these rituals before it is too late”, says Nima Tsering, currently studying in Silchar, Assam.

The words of these concerned citizens should be taken heed of. After all, if Mithuns become extinct then there will be no more of them to sacrifice. Then what will happen to the rituals and traditions? How will ones wealth be determined during the weddings and cultural gatherings? Proper measures and strict laws are made to protect the endangered species in other states. But will changing the state animal to ‘Hollock Gibbon’ solve the issue?

 

 

Meeting on disaster preparedness held

ITANAGAR, May 08: A meeting of the District Disaster Management Authority (DDMA) Capital Complex was convened in the Chamber of the Deputy Commissioner Itanagar, Capital Complex to assess and take stock of the disaster preparedness with the onset of the monsoon.

Deputy Commissioner Mige Kamki who is the Chairman of DDMA asked all the members as well as all the line departments concerned to work as a team so that everyone becomes prepared to tackle any kind of disaster. Reiterating that Capital Complex has witnessed disasters like landslides, road blockage frequently during monsoons, he asked all to remain prepared as it can happen anytime, anywhere and to anyone.

Briefing on the objective of the meeting, the DC said that contingency plan is already updated with the contact number of all the immediate responders so that the effect of disaster could be minimized.

During the meeting, he also took stock of the inventory and resources available with all the departments. Stating that there is gap between disaster requirement and the resources available, he asked all the concerned departments to update and provide the latest inventory record to his office so that the DDMA can start work on it so that there is no lacunae left from District Administration’s side.

He also directed the DySP (HQ) AK Nath to place a proposal for the demand of basic disaster fighting equipments like Cranes, vehicle mounted ladder, concrete cutter, bulldozer, gas mask etc to the higher authority. He also stressed that the DDMA is the actual operating wing and has to work on the ground level and for that all departments should work like a family because if disaster comes, it would not be confined to a particular person or place, rather all are stakeholders.

The FO(DM) Jogam Angu highlighted the strategies and preparation for the Monsoon 2014 which includes Emergency Operating Centres which is already activated and will start functioning soon on non working days also, safe shelter location and vulnerable areas which is already identified and the district disaster management plan which is already on the process of updation.

During the meeting, it was also decided that two committees would be formed which would carry out the survey of sensitive areas located near streams or nallahs and the other to carry out the survey of all tall, high rise buildings in the Capital Complex. Delhi Police to review steps on security

NEW DELHI, May 08: The safety and security of the NE people living in the national capital here, particularly discrimination against them is still a far cry despite several steps initiated by Delhi Police to achieve the goal.

Mixed reactions came on the problems faced by the NE people in Delhi and the peculiarity of region during an interactive-cum-lecture series by senior journalist Pradeep Kumar to sensitize various ranks of Delhi Police, right from constable to assistant commissioners of police during May 6-8 at Police Training Centre, Jharoda Kalan and Special Training Centre here.

It was interesting for many to know the diversity that has made the NE perhaps the most diverse cultural garden of Indian subcontinent, especially the Constitution guarantees right over land and air to the people in states, like Arunachal Pradesh, Meghalaya, Manipur, Mizoram and Sikkim, innerline permit (ILP) system implemented under the Eastern Bengal Frontier Regulation, 1873 Arunachal Pradesh, Mizoram, Nagaland and Arunachal’s Gaon Bura institution of set up under Assam Frontier (Administration of Justice) Regulation 1945 which makes GB a police and a judge as the direct representative of the administration at village level.

However, placing the NE people at the same pedestal because of their Mongoloid features would be a blunder for they might look alike but they are pole apart because of vast diversity in lifestyles, food habits, dresses, traditions, customs, rituals etc. while modernity is yet to spread in to NE, Kumar said.

Quoting statics, he proved that there was discrimination against the NE people, who have targeted, victimised and discriminated more than their counterparts from rest of India and there was much more steps needed to end this discrimination.

It was disheartening and shocking that Nido Tania lost his life in January last for none of his fault against country raised its voice univocally, second such protest after Nirbhaya gang rape and murder case.

Kumar questioned why the decision of Delhi Police to a recruit about 400 personnel of different ranks from NE has been inordinately delayed despite the directive of Delhi High Court.

During interaction many disagreed that the Delhi Police was in any way part to such discrimination. They wondered when criminals are criminals without any separate identity why the victims should be differentiated.

“It was police record that has proved how the NE people have faced hate crime,” Kumar told them.

Coincidentally, SIs Veicheny and Amarjeet, both from Manipur, also disagreed that there was discrimination.

“Discrimination is there every, right from school to service places, village to city though in different forms which is beyond denial. But it depends on each individual, his/her conduct, adaptability. Most of the NE people feel that India is yet to accept them while language is their greatest barrier,” Veicheny said without mincing any words.

“Human relation is always give and take. It cannot be one way traffic of expectation alone without reciprocation,” concluded Kumar.

However, it was learnt that the top ranking Delhi Police officers would have an interactive session with the NE representatives – students’ leaders, women activists, NGO and media persons - here tomorrow to review the steps taken so far.

 

 

Elaborate arrangement for preparation for vote counting

ROING, May 08: A meeting was held at DC’s chamber at Roing today in connection with the preparation for counting of votes of Lok Sabha and Vidhan Sabha Election 2014. All the Administrative Officers and Nodal Officers attended the meeting.

Deputy Commissioner cum DEO Roing Shiv Kumar asked the district police to make tight security arrangement around the counting hall on the day of counting and to put police barricades at 100 metre away from the counting hall on all sides. He said that there will be only single gate entry to the counting hall and no mobile/cell phone would be allowed to bring inside the counting hall. The counting for both Assembly and Parliamentary Constituency would be done simultaneously on 14 tabulations and the whole process of counting would be properly videographed, he informed.

DEO further asked the magistrates to be strict and prompt in action while dealing with any kind of law and order problem and not to be delayed in filing FIR or registering case against the law breaker, if found any. He expressed hope that with the proper coordination from all the administrative officers, nodal officers and cooperation from the political parties and their candidates, the final phase of the election process i.e., counting would be completed smoothly and peacefully in the district.

Habung Haliyang, DSP has briefed the DEO regarding the security arrangement for the counting day and after the counting and informed that the district police are fully prepared for any eventualities.

Training of vote counting officials conducted

YINGKIONG May 08: The District Election office Upper Siang District, Yingkiong conducted the first phase of training to counting supervisors, Assistant/ Additional counting Supervisors at Tourist hall here on May 8 in presence of DC-cum-RO, Dr. Tariq Thomas. Before the training start the RO advised all the trainees, counting officers and officials to acquire thorough knowledge of counting process, proceedings, relevant conduct rules and laws of Election commission of India thereby no mistake is committed during the counting process.

Dr. Thomas hoped and wished them to accomplish the counting process as per the provisions and guidelines of ECI in free, fair and peaceful manner.

While interacting with the trainees and making a clarification on counting procedure of postal ballot papers, Master Trainer Hengo Basar PD advised the Counting Supervisors to adopt error and defect free to complete the assigned duties without facing any problems and complaints from any corners. Master Trainer, Dr. Ahik Miyu imparted the training through power point presentation in detail. Dr. Kaling Dai DMO and Starlie Jamoh EAC both the Master Trainers also imparted the training. Tingkhatra:  A down to earth man and man of action

It is indeed sad that over the last few years a number of political stalwarts in Arunachal Pradesh had left this world after contributing greatly for the all round development of our state. The latest political leader who left us forever is late Newlai Tingkhatra, former minister who had contested in the recently concluded Assembly elections from INC party from the 58 Kanubari Constituency. He expired on 7th May-2014 at 11 pm at Medanta Hospital, Gurgaon. He was in life support system for a long time after he suffered from a massive presser stroke. The attending Physicians and Specialists there tried their best to revive him but in vain. The Chief Minister of Arunachal Pradesh Nabam Tuki visited him several times to wish him for Godspeed recovery and assured all possible help to Tingkhatra’s family. Tingkhatra was a self-made man who rose to the position of cabinet minister from a very humble backgrounds beginning from 1999. He had held various portfolios and introduced a number of new and innovative schemes in which ever department he worked. Late Tingkhatra did not possess the most dashing  personality and was not the greatest of orators in this world but his work spoke loud and clear. He believed in ‘work more, talk less’ and was a man of action.

Late Tingkhatra was born in Banfera village and had his early schooling in government higher secondary school, Khonsa and graduated from the Jawarharlal Nehru College, Pasighat. His contemporaries fondly remember him as a simple person who was an ardent sportsman. After his graduation, Tingkhatra did not apply for any government job but was a self-employed. At the time when timber industry was at its peak, he started a timber industry in Kanubari which employed many Wancho youths. He was a successful business man who worked hard and wanted others to work hard. He disliked lazy people and used to practically rebuke the youths who loitered around uselessly doing nothing. When the timber industry was banned by the  Supreme Court in 1997, late Tingkhatra embarked on another profitable venture; tea industry. He had a sprawling tea garden at Kanubari and also a tea factory. Whenever any guest visited him at Kanubari, he used to present a packed of tea without fail. In fact, late Tingkhatra had inspired many educated youths of Kanubari area to plant tea. Thanks to his initiative, today, one can see many tea gardens in and around Kanubari and Ranglua. Late Tingkhatra was a workaholic and practically changed the face of Kanubari Township which is today, one of the fastest growing model towns in the state.

His untimely demise is a great loss not only for Longding district but for the whole state. He was one of the leaders along with his Wancho Legislatures who helped create the Longding district. Late Tingkhatra’s death is a personal loss for me because we two enjoyed a very close personal relationship. We had a very good rapport. God’s ways are indeed inscrutable. Just before the declaration of the twin Parliamentary and Assembly elections in our state, he invited me to Kanubari to highlight his development initiatives in print and electronic media that unfortunately never happened  and will never happen because of his sudden death. Since late Tingkhatra himself believed in pragmatic work, he used to appreciate my humble work and used to encourage me. In his death I have lost not only a fatherly figure but a simple man with great thoughts and heart for the people of his area and the state. It’s too late

 

As per the news report a woman from Jami-Jate area was arrested by Itanagar Police for allegedly clearing forest land by setting fire for jhum cultivation in Daria Hill area. A case has been registered at Itanagar Police Station under section 435/427 IPC R/W section 33(U/A) of Indian Forest Act. The environmentalists and nature lovers for sure is not impressed with such delayed response. Starting from mid-April to 1st week of May before rain started to lash capital, hillocks surrounding capital complex was burning. Citizens helplessly kept watching and were hopeful that forest department along with capital district administration will take stringent action against people responsible for forest fire.

However to the utter dismay of everyone, no concrete step was initiated and hills continued to burn. Had nature god not intervened in the form of rain, things could have really turned sour. Not only forest cover was being lost, the fire threatened to burnt down the villages situated nearby capital. Forest fire caused massive loss to villagers of Poma area as agricultural produce was completely gutted down. It is a well known fact that every year forest fire severely affects the hills surrounding capital complex. Despite making tall claims, the environment and forest department along with capital administration has been miserably failing to take tough step against people involved in causing forest fire.

IRBn- savior of state

Dear Editor,

Through your esteemed daily, I would like to jot down few words of appreciation for Jawans of Indian Reserved Battalion (IRBn), Arunachal Pradesh for their intervention at Chouldhoa in Tarasso Circle along the Assam - Arunachal Border by foiling the bid of Assam Forest Officials to set up forest camo inside Arunachal territory. Hats - off to the IRBn personnel for their instantaneous action. Time and again, the Assam Forest Officials try to overpower the decision of Honourable Supreme Court of India to maintain status quo till further notification. Inspite of this, the recent attempt to construct Forest Camp by Assam Forest Officials inside the territory of Arunachal Pradesh is a conspiracy to instigate the innocent denizens living in Tarasso to resort to violence in despair so that people of Assam have the opportunity to avenge death of their kiths and kins who lost their lives in the tragic Bihali killing orchestrated by unidentified miscreants taking advantage of the sensitive situation some months ago.

This is the second vain successive attempts by the Assam Forest Officials in the last one month. Though whole country is busy participating in parliament election, ironically the forest officials of Assam are busy erecting structures to construct their camps inside the territory of Arunachal Pradesh. There is a big question mark "why?” It seems Assam Forest Officials have notion that the denizens of Tarasso and Arunachal Pradesh Administration are as of now maintaining dormancy after taking part in both parliamentary as well as assembly elections. The Assam Forest Officials undoubtedly has an axe to grind by indulging in such low act. Last but not the least, there are reasons to cast aspersions on the recent act by the Assam Forest Officials. Firstly for the repeated and exemplified disrespect accorded to the decision of the Supreme Court of India and secondly desperate attempts to escalate the situation at this point of time when the whole world is eyeing on the result of Parliamentary Election of the greatest democracy of the world. Give peace a chance to reign in the area. Where to find peace? It is there in fostering unity, prosperity & fraternity among ourselves irrespective of caste, creed and religion. Confucius said, "Before you embark on a journey of revenge, dig two graves".

Train killing domestic animal

Dear Editor,

With due respect, I am to inform deputy commissioner of Papum Pare district that the trains running on Harmuti-ltanagar railway track is rampantly killing goats and cows within Gumto, Emchi, Doimukh, Tigdo and Borum Panchayat. Till date right from the day  train service started, almost 20 goats and 6 cows has already been killed by the trains. The domestic animals are part and parcel of the cattle rearer which is also regarded as saving bank account. And this rampant killing of the animal causes heavy loss to the animal rearers.

Therefore, I on behalf of the general public living nearby railway track area would like to request DC Papum Pare to kindly issue direction to the railway authority to erect security fencing provision around the railway track from Gumto to Borum so that the goats, cows and other domestic animals could be saved. If this is not possible than provide 5 nos. of Chowkidar post to 5 Panchayat for taking care of the animals.
